Legalising foreign documents
Any foreign documents you present to the Dutch authorities have to be legalised. Both the Dutch authorities and the authorities of other countries need to be certain about the status of each other’s documents, and it is often difficult to establish that status. It is impossible to know precisely who the authorised officials are in every country, what powers they have, and what a particular document ought to look like.
If a Dutch document has been legalised, the foreign authorities know that it is valid. By the same token, a foreign document legalised in its country of issue is legally valid in the Netherlands.
Legalisation confirms that a document was issued by someone with the authority to issue it and that the signatures it bears are genuine. Some documents need to be signed by several different authorities in order to be legalised. This is called the legalisation chain.

Residence permit
Foreign nationals who wish to reside in the Netherlands for more than 3 months require a residence permit.

Residence permit for study in the Netherlands
If you want to study in Holland, you need the right permits, which allow you to stay for a longer period of time. Sometimes it is difficult to obtain the proper papers. However, most institutions for higher education can help you get the right permits more easily. For that purpose these institutions and the Dutch government have instigated a Code of Conduct. Visa
If you want to come to the Netherlands for a period of less than 3 months, you require a tourist visa. The Netherlands has concluded a Treaty with a number of countries where no visa is required. You can apply for a visa at the Dutch representation in foreign countries. Depending on the purpose of your stay, your visa application will be dealt with either by the Ministry of Foreign Affairs or the Immigration and Naturalisation Service.
